For chat there is the chat command :) (or at least cavesomething submitted a patch for one, not sure what happened to it). Metalforge does not seem to support it though.

Once that becomes widely adopted (by Metalforge) shout can be used again for its originally intended purpose, and community can continue to grow on the chat channel

chat was recently made available on metalforge, but for now will use the shout rules enforced on metalforge - more details when they are available :-)
